Famous Police Words " It is not a crime to be insane"

" It is not a crime to be insane". At least that is what the police told my wife and I last night after the 4th night of listening to our neighbor scream and cuss for hours and hours. This guy has at least four different voices, cusses himself out, and sometimes tell himself jokes out loud, and then the other three laugh and laugh. The police came out, talked to the guy, and then did nothing. Starting to feel a little crazy myself when my wife has to be up at 5 AM to go to work. Where are the mental institutions when you need them?(:0
